Customizing a secure Start Menu

As assistant admin of a local library, I’ve been working with my supervisor to set up labs for patrons to use free internet access with restricted access to any administrative tools or options. A very locked down approach is what we’re aiming for.

We’ve been trying to customize the start menu, but by default, XP is not allowing us to remove certain elements such as the Settings menu, which just extends to customize the start bar.

Any advice?
