Data Collection files in Windows/PCHealth/HelpCtr

My question is what events trigger the writing of a data collection file (xml) in Windows/PCHealth/HelpCtr. Is the creation of these files scheduled or is it triggered by an event, such as a change in the system.

I discovered a strange printer mysteriously added (electronically) to my business computer system and named after a certain person’s laptop. This person apparently accessed my computer remotely with a laptop, with printer attached to laptop. The existence of the printer (before I deleted it) was recorded in a data collection file. Knowing more about how/why the data collection files are created would help.
