Decommissioning a Domain Controller

We have to decommission a domain controller that used to be the primary domain controller. The FSMO has been move to another domain controller. The problem is that when we take the primary DC of the network (Unplug network cable), nobody in the company can do any web browsing.

Any ideas please!!!.
