delete inhibiting a file

I can’t seem to stop a file being deleted by users. I have a file that resides on a network drive that is in a folder/directory. Only certain users have access to this folder and its files. I denied “full control” and “modify”, but they can still delete a file. How do I prevent users from being able to delete any files in this folder.
