Deleted everything in the C:\WINDOWS\security Folder does not rebuild

I was having Issues with a PC properly pulling group policy. I deleted
everything in the C:\WINDOWS\security. When I did gpupdate /force it is not
recreating the policy meaning I do not see the subfolders for database such
as Database, logs and templates. Now I use RSOP and I see no policys being
applied on Computer Settings.

What can I do with this PC to fix it??
