Deleted Taskbar-Help!!

My laptop has been running rather slowly recently and a friend decided to help me delete some programs i don’t use very much. one of these was whichever controls the taskbar, so now there is nothing to click on on the the screen and the only way i can access the the internet is through task manager.

What can i do?!?! Im not the most tech savvy, and kinda dont want my friend’s advice for this.
