Deleting a file

Have WINDOWS XP. Trying to delete an avi file but get a meesage that it can’t be be deleted-in use by another program. No pgms are running. Went into safe mode and got the same message. Used the command prompt and typed in DEL, FILENAME. Same message-in use. Never seen that in DOS.Checked attributes-no read only checked.Any suggestions. Thanks.
