dell monitor fixing problem

Hi
ive got a dell monitor but its out of warrenty
the power button keeps flashing every second…. i plugged it into a pc and the desktop display appears for just a second and then it flickers faintly….

is this a power supply problem…if so what need to be replaced… can anyone help me………
