Dell strike f1 to ret boot f2 for setup

Hi,
I am trying to restore a Dell Optiplex GX260. Client was having trouble with cd rom. Dell tech had her go into setup and do something with the cd settings. She said nothing about HDD. After reboot she said she got the message strike f1 to ret boot f2 for setup. I have tried a restore by del part and creating new part rhen format. It goes through setup ok and then says to remove disk and click finish. When I remove cd it reboots to the f1 error. If I leave the disk in it will boot to W2K normally. I have run diag on drive and it passed. I have tried another cmos battery. right now i am draining cmos to see if that works.
