Denying folder Access over a VPN Connection

I am in the process of testing our VPN connection over a hotbrick router in a Windows environment. The issue I am having is when a user attempts to access a share they have access to all files and folders. In other words they can \\the DC and get access to everything. Its like AD and Sharing and Security settings are ignored.
