Designing an MPLS Router

I’m a B.S student in EE and now I’m doing my final works about my proposal:
“Designing and Implementing an LSR vs FPGA Technology”
I’ve read some articles and now I’m going to start VHDL coding of components.
at first I need some general guides at first for example:
Is it enough to start with RFCs(e.g: 3031,3209,….). I’ll so pleased if you introduce me a good resource for reading…

what’s your openion if I start the designing the components (by VHDL) for example like this approach:
