Desktop Power Options Vs. Laptop Power Options

My laptop “Power Options Properties” window
does not contain the options for “Running on
batteries” and “Plugged in”. Is there a
setting that needs to be switched here?

The laptop “Power Options Properties” window
usually has the tabs Power Schemes, Alarms,
Power Meter, Advanced, and Hibernate.

But! It has the options like a desktop which
has the tabs Power Schemes, Advanced,
Hibernate, and UPS.

I have already tried to pull the registry
entries from another computer but with no
luck.
They merely set the power schemes back to
default values.
