Determine what app initiated a dial-out?

I have an NT server used for EDI communications. Whenever the system is rebooted a dial-out is initiated when the system is up-and-running again. This dialout continues to redial for about 1 hour. How can I determine what application may start this dialout process? Obviously I need to modify it. Task manager gives no hints!
