device not functioning

if n start my pc in normal mode it restarts before it comes to the logon screen
in safe mode it works.so i went and check the event viewer on a couple protocols it say’s device not working properley so i boot it in debuging mode but it comes up rpc not working properley it’s restarting

any help please
and if i run my norton 2008 it scan 1 second and then say’s it’s complete
