Devices not communicating within VLAN

Does anyone know why devices would not be able to communicate inside a newly created VLAN? I’ve tried different combinations of tagging on/off to no avail. Any insight would be appreciated.

My switch is a D-Link model DGS-1216T and supports VLAN’s.
