DHCP 2 nics and subnetting

I have a server 2003 setup with dhcp and dns, 2
nics, one nic (192.168.0.181)gives me my
internet, the other is on a subnet
(192.168.1.3). these are both static. The DHCP
is set to ip 192.168.1.3 but it keeps changing
itself to 192.168.0.181. why does this happen?
anyone have a fix?
