dhcp client missing in services xp pro

Hi, have been asked to look at a Tosh laptop that that cannot connect to either wired or wireless network. When booted both wired and wireless indicate that they are aquiring network address and that’s as far as it goes. I have checked in services.msc and cannot find the “DHCP Client” When I do ipconfig /all both adapter’s show that DHCP and Autoconfig is Enabled.

Other Laptops and p.c’s using the network without any problems.
Any help would be appreiciated.
