DHCP Not Renewing Expired Leases

My DHCP server will not renew expired leases or give out new ones, although active leases renew OK after the default 50% timespan has elapsed. I’ve tried stopping & starting the service, rebooting the server, & re-creating the scope, but it’s no different.
