DHCP won’t allow me to add a scope?

I have had to force a password reset on a sbs 2003 server for a client of mine who had a spam problem now the DHCP server won’t allow me to assign a scope and the ICW complains that DHCP service isn’t started, the DHCP service is running though,

I have tried removing DHCP deleting the database all everything else I could find but no luck,

Does anyone know of a tool to completely remove DHCP from server and all registry settings so I can do a clean install,

Also the MMC doesn’t like running either and I can’t install any patches to try and repair this as it just errors with “extraction failed” cannot find windows class.

I have spent about 20 hours scratching my head and trying many various things and now I am at a loss as to what to try next,

Hopefully a genius out there can shed some light on it for me,
