Dial Up network design

Dear To all Tech republic,
I hope someone will help me on this type of problem:

If i have a very confidential data in text format only, to send to a HQ from multiple remote branch, What is the best possible solution that i should use in a dial up technology?

(1) Is it on dial on demand using only routers configuration in both places the remote and HQ? Using PSTN numbers?
(2) Using services provided by Telco’s company such as Internet, ISDN only, and i just configure the end routers andthe path is being provided by the telcos.
(3) In a sense of least cost connectivity and maintenance which one is better for a long time aspect?
(4)In a security aspect, is it really secure if only we use a Cisco routers authentication using CHAP?(5) Is it really secure if we use the software encryption only plus the routers authentication to send the text format to a HQ?
