different Folder Permissions than file permissions

I have a folder on my 2008 Windows Server network with many folders and files in it, this folder is arranged in a way that needs to be maintained, how can I give read/write/Modify permissions on files in these folder in the same time to prevent user from modifying the folder names or structure
