different ports with diff access on prox

In MS proxy how do i create different ports with different access.
i.e in onw port i want to block the downloading & just allow browsing internet. this is for users

& in another port i want to enable browsing & downloading this is for porjectleaders.

how do i do this on proxy server ? or is there any other way to do this
