Disable Copy Paste on Win Server 2003

Hi,

I have been trying so hard to find a solution to preventing clients from copying and pasting files that are saved on the main file server to any other locations. The clients or any other users apart from the network files administrator should not copy or paste files that are saved to the server to any other locations.

I desperately need help on this so please if anyone can help me then I would really appreciate it.
