Disable Execution of Programs from the F

I would like to disable all users (except Admins) from being able to execute programs from their floppy drives. They still need to be able to read and write to them, but not execute. I have looked at the NT Resource Kit Util floplock.exe, but it is not flexible enough. I would prefer to do this via a profile setting, but I will take any method available.
