Disable user from creating shortcuts on network drive

Hi All, my office is on Server 2003 enviroment and all clients on the domain are on XP. We got this irritating problem which certain users keep creating tons of shortcuts on our network drive. Is there anyway to disable user from creating shortcut on the drive while at the same time not taking their Write access away?
