Disabling services from using port 80

A number of new applications like realaudio and windows media player have started allowing users to configure them to use port 80 instead of the ports that were initially set to use. We have Microsoft Proxy Server 2.0 which allow us to restrict access to ports, but can it be configured to restrict access to services trying to use port 80 without restricting a browser?
