Disclaimer Splash Screen

How do I force a disclaimer Splash Screen to come up when my users log onto the network?

I am using Windows2000 server (soon to go to 2003)
And WindowsXP client PCs.
Users do not have local admin rights.

I want to push out and impliment the Disclaimer Splash Screen without having to touch any client PCs.
