Disk I/O Error Status 00000100

Please someone shed some light on this issue. I have an older PC of a clients and have reloaded the hard drive as well as replaced with a new on and keeps coming up “boot disk failure”. I am pretty sure the motherboard is either malfuctioning, however now I am receiving the error message “Failed to Arcread the boot partition to check for a signatrure. Disk I/O Error Status 00000100.”.

AMD processor 433
256 RAM
20 Gb (brand new Western Dig)
Ali Mother board 1500 series
Please advise.
