Disk prevents PC to start

Hi, see if you can help. After a electrical problem that fried the motherboard, the disk Maxtor 10 gb) wouldnt start in any PC, and the PCS wouldnt start if that disk was pluged. Sent it to a recovery company and couldn’t do anything, what do you suggest I can try besides putting it in the freezer and slapping it.
