DLL Files

I keep getting a pop up saying( “Program Not Found” “PNCRT.dll” cannot be located, do you want to start anyway? “This is an essential program”). I went into my programs to try to find this PNCRT file, but I get lost trying to locate it. I open folder options click DLL then edit, and I get nothing. Can you help figure what I can do to find this file and reinstall it?? Is this even possible??
