DLL’s in Internet Explorer Address Bar

Can anyone help me work out how to make a Dll in VB and have it called by IE. For example if I have a dll called test.dll and I want to call it from IE using www.somewhere/test.dll. I have seen it done on other sites and has got me puzzled on how todo it.
