Do not see control panel

All,

Operating system: Windows XP

My laptop infected by virus one-month back and I removed by McAfee Anti-virus. But the virus has changed the setting on laptop.

I do not see control panel in start menu. (even in safe mode too)
I am not able change any properties such as desktop, time and date, wireless Internet connection. I get below error message when I try to change any properties.

?The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator?

I am not able to change properties when I login as administrator in safe mode too.

Any ideas?
