Do you have a software that can solve

Do you have a software that can solve my computer problems? It gets stuck, it freezes, it takes several minutes to go from url to url. I have used Norton System works, but it doesn not help. It seems to double: a page comes up , it dissapears and comes finilly back. Run error time pup up. Do I have to trash it or is there help?
