Does Apple start making the older phones slower so you buy a new one?

I have an Iphone X and they just came out with the 15 and my Iphone seems to just get slower and slower even know its relatively a new Iphone. I was wondering if Apple actually starts to make the old Iphones work slower so you buy a new one?
