Does Qedoc Quiz Maker have to be installed on the quizzee’s computer?

I was going to download Qedoc Quiz Maker to create quizzes and had a couple of questions:
1. Does Qedoc Quiz Maker have to be installed on the computer of the person taking the quiz?
2. If so, is there any kind of licensing required for installing it on multiple computers?
