Domain controller allowing internet connectivity when it should not

For some reason when i set client PCs gateway IP to that of our domain controller it allows them internet access when it shouldn’t. Previously it would only work when setting their gateway IP to that of the router. Internet connection sharing is not enabled, however disabling the internet access on the domain controller seems to fix the problem. Any ideas?
