Dos Mode Compatability

Installed a Panasonic FDD to a system. Upon boot, I noticed the drive light did not light up nor was there the typical sound of the drive being queried for a Start up disk. It is the first boot device in BIOS.
Device Manager shows the device is working but is using Dos Mode Compatability. The ribbon cable is brand new as is the tower. There is voltage on the supply plug.
Any suggestions on this problem would be most grateful.
