Download speed: 64K FR PVC vs 56K Modem

I currently have a user that downloads data from a vendor via a modem dial-up connection to Compuserve. This download is about 50MB and takes several hours to complete. The modem usually connects at a speed of 50k. (Per the vendor, this data is notavailable to be downloaded via the Internet yet). The vendor wants to put a 64K frame relay pvc into our site and is saying that the download time will be 10 times as fast. Is that possible? If you are connecting at 50K and they want to put a 64K circuit in, I can see some improvement but not the kind that they are talking about. I want to challenge their claim without going to the expense of installing it and proving them wrong. But I don’t know enough about all the factors involved to feel comfortable doing that. So, any help is appreciated!
