Downloading and watching movies online issue

Hi there!
I am using windows 7 and wi-fi internet from public network and have problems with downloading torrents and watching movies online.
Status for downloading torrents is always “downloading” but nothing happens.
When I play online movie it only shows this sign “!” in a triangle.
I am currently in Slovenia.
Is there any way for solving this problem?
