DST time problem with Windows 2000 Server

For some reason if I uncheck the “automatically adjust clock for Daylight Saving time” the time is correct. If I check that option the time goes ahead 1 hour. I’ve tried everything including IntelliAdmins fix and this problem does not want to go away. All servers and desktops are behaving this way. Any ideas?
