Dual boot with Master (ME)/Slave (98&XP)

I have just installed a second hard drive on my computer with a dual partition that includes Win 98 and Win XP. My master drive has Win ME on it. During start up my computer doesn’t give me the option of what operating system I want to use. How do I get this computer to dual boot. I have given this question 300 pts because tech at compaq couldn’t help me.
