Dual DVI Graphics

I am wanting to use two DVI, analog LCD monitors on the same machine.
I have found dual DVI graphics cards, but they, mostly, don’t come with the TV-Out and other extras, and the ones that do are out of my price-range.
Is there a device to enable the use of an upper range AGP 8x single DVI graphics card to send to two monitors? A splitter or something?
If so, does this take away from the quality of the viewing, and if so, how much is it reduced?
If such a device does exist, where does one find one, and how much do they usually cost?
