Dual Sound Cards in Windows?

I have been trying to configure 2 Creative Labs CT4810 Soundblaster Ensoniq PCI sound cards to run in an HP Vectra VA with Pentium Pro 200MMX and 96Mb of RAM. I can get one of the sound cards to work, but not both (I need two stereo cards to simulate quad sound, other pc’s here work but have ISA sound cards). I have tried forcing the IRQ settings in the BIOS to no avail. Device manager says there are no conflicts and the devices are working properly. This is occuring in both Win2k and Win95. Any suggestions?
