dual vs triple processing

Our company has recently been employed to assist a local casino in the management of a new data system or slots management system.
Server specs from the vendor call for 3 x 600 Mhz processors on the server running SQL 7.0 and 2000. The reason givenwas that SQL will “grab” two processors.
We feel 2 x 1.26 Ghz would be a more economical solution and have not heard of SQL allocating processors.
Does anyone have experience in this area?
