DUN/IE not working

Using IE 4.0,5.0 or 5.5, IE is set to connect to default, and to go to any site. You click on IE, no dialup window pops up. Use DUN to connect, once connected, click on IE and it tells you the page cannot be displayed no matter which URL you try to send it to. Driving me crazy!
