E-mail alerts from a freaking server

Ok, here’s the deal. I have a cell that will receieve e-mail messages via any e-mail program there is. Anyway, that said, I wanna know how I can make an NT 4 server send me an alert when A: a certain app craps out and B: if the server reboots itself. I would like advice on how to have alerts sent to me WITHOUT buying additional software, if possible. Otherwise, can you suggest a decent, preferable cheap program that can send e-mail alerts?
