e-mail traffic – slow

Recently our Server 2003 (Small Business ed.) was re-installed, including Exchange and IIS modules. Since the reinstallation, I have complains from the users, that the inbound traffic of the emails are flowing very slow.
I need clues to troubleshoot this problem.
Please. Help!
