Easy way to add settings in outlook to a

Is there an easy way to add settings in outlook to all users in my network, got exchange 2000 and outlook 2000. I want to enable offline files, sync.. all offline files in folder options and enable Automatically sync.. the selected items: When i logon my computer and When i log off my computer?
