Emachine T1140

One of the neighborhood kids has a Emachine T1140 computer. The power supply died and had to be replaced. Now, we he turns on the computer, the is no response and no power. The power supply works. I told him that his motherboard was probably hit by a lightning strike or power surge. Any advice for him other than dumping the computer?
