email and the proxy server

Hi techies, Here’s my question.
I have a network with 2 win98 machines, 3 2000 machines and one NT 4.0 server acting as a proxy.

Currently only one machine, a 98, can use outlook/outlook express to download mail from an outside mail server. Only that machine and the server can use the web interface provided by our ISP to enable us to manage our mail via a web page.
I know that the problem is within the proxy because I can use my outlook ONLY when I connect to the net using my modem instead of the LAN connection.
To get around this I have our proxy application pulling down our email from the external mail server and have configured outlook on all the machines to pull thier email from the proxy.
But my question is WHY can only one machine pull down email from the webserver when connected to the LAN.
Even if you don’t know the answer I’d appreciate
any hints on where to look in the proxy application help files.
